Terms and Conditions
for
Award of Junior and Senior Research Fellowship and
Research Associateship (as on 1 August 1991)
- Junior and Senior Research Fellowship
- Conditions for award of the Junior/Senior Research Fellowship.
- He/ She meets the necessary eligibility conditions and is found medically
fit and and produces a "no objection certificate" from the present employer,
if already employed.
- The fellowship may be decreased or completely withdrawn on one month's
Notice any time during the period if his/her progress in research work is not
Satisfactory.
- He/ She is required to undergo such courses as are prescribed for him/ her by the Research Fellow Advisory Committee or a committee appointed by the Dean of Studies and /or do research work approved guide.
- He/She shall not accept or hold any appointment - paid or otherwise - or
receive any emoluments, salary, stipend etc. from any other source during the tenure of the award. He/She is required to undertake teaching assignments upto four hours a week, e.g., assisting in tutorials, evaluation of test papers, laboratory demonstration work, etc. which would help him/her in future as teacher.
- He/She shall present, through his/her supervisor, half - yearly report on the progress of his/her work to the Dean of Studies.
- He/She shall not indulge in any activity which is detrimental to his/her research and advanced studies at the Institute.
- He/She shall not apply for jobs or for admission to other institutions (Indian or foreign) for study or research without permission of the Director/Dean of Studies of the Indian Statistical Institute.
- All research work meant for publication in journals must be submitted by him/her to the Head of the Research Unit to which he/she is assigned or to the Director of the Institute in the case of his/her not being attached to a specific research unit. The Head of the research unit will forward the paper to appropriate journals.
Fellowship, Contingency Grant and House Rent Allowance
9. The value of Junior Research Fellowship is Rs. 1800/- per month. The fellowship may be extended annually on the basis of his/her performance. On satisfactory completion of two years, he/she will be designated as Senior Research Fellow and the monthly stipend will be Rs. 2100/-. The total duration Junior and Senior Research Fellowships shall not normally exceed 4.5. Junior Research Fellows with M. Tech. or equivalent degrees will get monthly fellowship of Rs. 2100/- for the first and subsequent years.
10. The Junior/Senior Research Fellowship carries with it a contingency grant of Rs. 2500/- (Rupees two thousand five hundred only) per annum. The unspent balance of contingency grant at the end of a year may be carried forward to the next year.
11. Eligible Junior/Senior Research Fellows get House Rent allowance (HRA) at the rate of Rs. 450/- per month. The HRA is paid only to those whom the Institute is unable to provide hostel/hostel type accommodation. They cease to draw such HRA as soon as the Institute offers them the accommodation irrespective of whether they accept such accommodation or not. Those who stay in the hostel/hostel type accommodation are reimbursed the actual room rent.
- The fellow will have to refund the fellowship amount drawn by him/her if he/she resigns or leaves the Institute within 3 months from the date of acceptance of the fellowship.
- Library
To use the borrowing facilities of the library, he/she has to deposit a sum of Rs.250/-.
- Leave
Leave for a maximum period of thirty days in a year in addition to general holidays may be taken. The general holidays, however, do not include summer, winter and Puja vacations. The women awardees would be eligible for maternity leave at full rates for a period not exceeding three months once during the tenure of their award.
Leave applications
15. Applications for leave must be submitted in the prescribed form through the Supervisor/RF Advisory Committee/Head of Unit or Division seven days in advance, except in emergencies.
16. Leave applied fro should not be availed of until and unless it has been granted by the Dean of Studies.
17. Those who reside in the Hostels of the Institute should obtain the signature of the Warden on the leave applications.
18. Absence without leave for more than one day will be treated as an act of misconduct and action may be taken. In case of emergency, leave may be applied for at the earliest opportunity.
- Application for leave should be submitted in the prescribed form (see Annexure I).
Medical Facilities
- Research Fellows are eligible for medical facilities as per ISI rules. This will be limited to the fellows only and not for their family members/dependents.
- Annual Evaluation of Junior and Senior Research Fellows

- Research Fellow Advisory Committee (RFAC
):
- For the annual evaluation of research fellows, (a) there will be an Advisory Committee (RFAC), and (b) a supervisor will be assigned before the end of eighteen months and in no case later than the end of the second year.
- The functions of the RF Advisory Committee include annual evaluation of the research fellows and recommendations to the Dean regarding annual extension, and suggesting research courses, regular/reading courses to be taken by the research fellows.
- The Advisory Committee will recommend appointment of the Supervisor for each research fellow who is not project linked and for whom no Supervisor has been appointed earlier.
22. Procedure for evaluation
- For the purpose of the annual evaluation the JRFs/SRFs should submit their half-yearly research progress report with supporting material on the evaluation proforma (see Annexure II) to the Dean of Studies duly forwarded by the Supervisor and or the Convener of the Advisory Committee as the case may be with specific recommendations in case of yearly reports regarding the annual extension citing appropriate references from the information given in (2) through (9) of the evaluation form about the research work done on the thesis topics.
- The research fellows should give at least one seminar per year, on topics related to their thesis research assigned to them by their Supervisor/Advisory Committee/Head of the Unit/Professor-In-Charge.
- Annual extension will be given based on the recommendations of the Advisory Committee. The Advisory Committee will take into consideration the information given in the Evaluation proforma and the recommendations made by the committees mentioned below:
- Normally at the end of 2 years but positively before the end of 3 years of the fellowship, a research proposal for the thesis should be submitted and the research fellows should defend the proposal at a seminar conducted for this purpose and this will be evaluated by a committee consisting of the Supervisor, Dean of Studies or his nominee and two other experts one of whom may be from outside the Institute. The research fellow should do research work on these topics for Ph. D. thesis. The extension of the fellowship at the end of the 3rd year should take this committee's report also into consideration.
- By the end of 4 years the research fellows are expected to do substantial research work on their proposed research topics for the thesis and the research by them should form a basis for their Ph.D. thesis. Extension of the fellowship beyond 4.5 years will be governed by this and by the rules given below:
"The total combined duration of Junior and Senior Research Fellowship shall not normally exceed 4.5 years. However, in exceptional circumstances and on the evidence of commendable work already completed. Relaxation in the limit of duration of the fellowship may be allowed on the basis of recommendations of a committee set up specially for this purpose. Research work published or accepted for publication in standard journals will be given importance in this matter".
23. Miscellaneous
23.1 If a research paper has n authors, a credit of 1/n will be given to each author for evaluation purpose. Further, at most one research fellow can include the results at the time of defending the research proposal and in the Ph.D. thesis.
23.2. After submission of the Ph.D thesis an extension for at most 1.5 years may be given from the date of submission subject to evaluation of research work done during the year under consideration etc.
- Research Associateship
- Conditions for award of Research Associateship Eligibility
- Research Associateships are awarded to applicants from abroad or India, who are considered to have adequate qualifications for posts of a lecturer or above but whose performance in actual work and potential usefulness to the Institute has to be assessed before offering a job.
General conditions
- The Research Associate (RA) will do whole time research work.
- The RA will not accept or held any appointment, paid or otherwise, or receive any emoluments, salary, stipend etc. from any other source during the tenure of the award.
- The RA is required to undertake upto six hours a week teaching assignment, and assisting in tutorials, evaluation of test papers, laboratory demonstration work etc.
- The RA shall present, through the Professor-in-Charge of the Division, half yearly report on the progress of his work to the Dean of Studies.
Value, Tenure and Evaluation
29. The value of Research Associateship is as follows:

- The RAs are entitled to House Rent Allowance as per Institute rules.
- The tenure of RAs shall not exceed five years.
- There will be an evaluation of RAs after every two years by a committee which will include an external expert. Extensions of Research Associateship will be on the basis of the recommendations of the committee.

33. Library and medical facilities and leave rules for R As are same as given in paras. 13-19 above.
